BRAZILINA TERRITORIAL HEALTH SURVEILLANCE : CONTRIBUTIONS OF PARTICIPATORY SURVEILLANCE, COOPERATIVE INTELLIGENCE, AND THE ONE HEALTH APPROACH TO STRENGTHENING THE NATIONAL HEALTH SURVEILLANCE POLICY

The National Health Surveillance Policy (PNVS) constitutes a relevant normative framework for the organization of health surveillance in Brazil, proposing the integration of epidemiological, sanitary, environmental, and occupational health surveillance within the scope of the Unified Health System (SUS). Despite its conceptual advances, its implementation faces persistent challenges related to institutional fragmentation, limited intersectoral articulation, and territorial inequalities. This study aimed to analyze how territorial health surveillance strategies, with an emphasis on community surveillance, cooperative/digital intelligence, and the One Health approach, contribute to strengthening the PNVS in the Brazilian context. This is an integrative literature review, conducted according to the methodological recommendations of Whittemore and Knafl and guided by the PRISMA 2020 checklist. National and international studies published between 2001 and 2025 were analyzed, selected from scientific databases and grey literature. The results show that territorial and participatory surveillance, linked to Primary Health Care, is a central element for the effective implementation of the National Policy on Health Surveillance (PNVS), expanding the reach of actions and social participation. The One Health approach shows integrative potential, provided it is applied critically and aligned with the principles of public health. Furthermore, digital tools and cooperative intelligence platforms demonstrate the capacity to improve information management and response to health emergencies. It is concluded that strengthening the PNVS requires the articulation between territory, social participation, technological innovation, and intersectoral governance.
