WATER GOVERNANCE: AN ANALYSIS OF POWER STRUCTURES FROM A GENDER PERSPECTIVE

Water governance in Brazil, while formally anchored in democratic principles such as decentralization and social participation, has persisted in reproducing gender inequalities, resulting in the limitation of women's influence and agency in decision-making spaces. This work proposes to discuss the multifaceted barriers that prevent the full conversion of women's action into substantive political agency in the Minas Gerais State Water Resources Management System (SEGRH-MG). The analysis focuses on obstacles to full participation, highlighting the persistent role of Patriarchy as a structuring matrix, the imperatives of the Sexual Division of Labor with its imposition of the triple shift, and the microphysics of Symbolic Power within predominantly male deliberative arenas. The results indicate that inequality in the water sector is not limited to mere numerical underrepresentation, but stems from sociocultural and institutional barriers that invisibly hinder continuous and effective participation. It is concluded that overcoming these barriers requires a structural and transformative intervention, guided by the strategy of Gender Mainstreaming, for the formulation of public policies that achieve genuine water justice.
