INSTITUTIONAL CAPACITIES IN THE MANAGEMENT OF PRIMARY HEALTH CARE: CHALLENGES AND PERSPECTIVES FOR MUNICIPAL SUS

Considering that Primary Health Care constitutes the main gateway to the Brazilian Unified Health System (SUS) and that its effectiveness varies significantly among municipalities, the problem arises regarding how institutional capacities influence local management. This study aims to analyze how institutional capacities condition the effectiveness of Primary Health Care management at the municipal level. To this end, a systematized literature review of national and international peer-reviewed studies published between 2020 and 2024 was conducted, focusing on governance, decentralization, local management, and policy implementation in health systems. Thus, it is observed that dimensions such as managerial technical qualification, team stability, strategic use of information systems, indicator-based planning, and intergovernmental governance are decisive for municipal performance. This allows us to conclude that strengthening institutional capacities is not an accessory dimension of SUS management, but a structural condition for consolidating equitable, efficient, and sustainable Primary Health Care. (Guimarães, 2005).
